Active Mobility Proposals and Requirements

To help realise the Walk Cycle Ride vision, LTA works to promote a conducive and safe environment for walking and cycling. Industry professionals may use the following information to prepare for the active mobility submissions, along with the accompanying Active Mobility Design Guide and Checklist.

All development-based submissions are required to submit the Active Mobility Checklist in conjunction with the Development Control Plan. Selected developments may also be required to submit a Walking and Cycling Plan together with the Traffic Impact Assessment (TIA).

Non-development-based submissions that include active mobility elements shall submit the Active Mobility Plan regardless of whether a DC submission is needed.

Development Control Plan (DC) and Walking and Cycling Plan (WCP)

Industry professionals must refer to the Active Mobility Design Guide (PDF, 2.17MB) for the preparation of Development Control (DC) and Walking and Cycling Plan (WCP) submissions. The Active Mobility Checklist (Development Control Plan) Submissions (DOC, 144kB) document must be completed, and should incorporate all relevant Active Mobility related items into the first Layout Plan (Development Control Plan) Submission to LTA.

Selected developments are required to first submit a WCP in tandem with the TIA study, before submitting the DC Plan. For more information, please refer to Walking and Cycling Plan Expansion Circular and Active Mobility Design Guide and Checklist Circular.

The key considerations in developing the WCP include, but are not limited to, the following:

  • Connectivity to key public transport nodes and surrounding developments;
  • Availability of bicycle parking and end-of-trip facilities;
  • Measures to minimise conflict between pedestrians, cyclists, and vehicles within the periphery of the proposed development. 

From 1 June 2023, the Active Mobility Plan requirement has been expanded to include projects within public housing estates, and also all projects with active mobility elements in the public space. This includes active mobility elements managed or constructed by Ministries and Statutory Boards, or infrastructure built by private developers for the Government.

Industry professionals undertaking Active Mobility projects, must consult LTA with the relevant plans for assessment and compliance with the Active Mobility Act, under an Active Mobility Plan.

The Active Mobility Plan (AMP) must be submitted to LTA’s Active Mobility Group (AMG) for consultation and approval. This should be independent of whether a Development Control (DC) submission is required for the scope of work. For projects where a DC submission is required, the clearance letter from LTA-AMG is required before DC submission.
