Changes to Facilitate Construction Works for Transport Infrastructure Improvements
To support plans to develop the Changi region into a vibrant place to live, work and play[1], there are extensive transport infrastructure enhancements planned for the area in the coming decade. This includes new MRT stations[2] on the Cross Island Line (CRL), an extended cycling path network, improvements to commuter facilities and community spaces, and a new Loyang Viaduct to support travel demand from existing and new developments in the Changi Northern Corridor[3]. To facilitate these works, some changes to the roads and bus routes in Pasir Ris and Loyang/Changi will be progressively implemented from end of this month.
2. As these works are extensive and may cause some inconvenience to motorists, LTA has engaged residents and stakeholders in the affected areas and made adjustments where possible, to mitigate the impact of the planned changes. In addition to briefing residents and stakeholders and getting their feedback, circulars and wayfinding signs will be put up to guide motorists, commuters, pedestrians and active mobility users before the changes are implemented. We seek the patience and support of all, since these changes are necessary for the major infrastructure projects to be implemented safely.
3. To better manage traffic flows following the road closures, LTA will put in place real-time traffic monitoring measures and respond as necessary.
Closure of Pasir Ris Drive 1 (30 October 2022 – 2Q2028)
4. Construction works for the CRL Pasir Ris East Station are underway. To support the next phase of works, Pasir Ris Drive 1 between Pasir Ris Drive 2 and Drive 4 will be closed from 30 October 2022 to second quarter of 2028. Please refer to Annex A for the location map.
5. Motorists travelling towards Loyang Avenue and Pasir Ris Central areas will be diverted to Pasir Ris Street 11 and Street 12. Road improvement works at the junction of Pasir Ris Drive 1 / Drive 2 / Street 11 will be carried out to support the diversion. Motorists can also use the newly widened Pasir Ris Drive 3 which runs parallel to Pasir Ris Drive 1.
6. Two bus stops along Pasir Ris Drive 1 will be temporarily removed while nine bus services[4] will be diverted to Pasir Ris Street 11 and Street 12. As an alternative, bus commuters heading towards the Loyang Avenue and Pasir Ris Central areas can continue to use the same bus services at two pairs of bus stops along Pasir Ris Street 11 and a new pair of temporary bus stops along Pasir Ris Street 12. Please refer to Annex A for the locations of the new bus stops and redirection of the bus services.
Closure of Loyang Avenue (1Q2023 – 2Q2029)
7. To facilitate works for the construction of Loyang Station and Loyang Viaduct, Loyang Avenue between Pasir Ris Drive 3 and Loyang Way will be closed from first quarter of 2023 to second quarter of 2029. An artist impression of Loyang Viaduct is in Annex C.
8. Motorists plying along Loyang Avenue towards both Tampines Expressway and Changi Village will be diverted to Pasir Ris Drive 3 and Loyang Way, which have been widened to support traffic capacity. Additional connecting roads have also been introduced off Pasir Ris Drive 3, Loyang Drive and Loyang Way 4 adjoining Loyang Avenue, to improve road network connectivity. Park Connectors affected by the road closure will also be diverted. The details are as shown in Annex B1.
9. Six bus stops[5] along the road will be removed and the seven bus services[6] plying the affected stretch will be temporarily diverted to use Loyang Way via a new bus-only corridor adjacent to Loyang Avenue, which has been constructed to support the diversion. The two existing bus stops outside Loyang Valley along Loyang Avenue will also be relocated to the bus-only corridor. Please refer to Annex B2 for the locations of the bus stops and redirection of the bus services.
Closure of Pasir Ris Drive 1 between Pasir Ris Drive 8 and Pasir Ris Central (3Q2023 – 4Q2028)
10. To facilitate the construction of CRL Pasir Ris Station, Pasir Ris Drive 1 between the junction of Pasir Ris Drive 8 and Pasir Ris Central / St 51 will be closed from the third quarter of 2023 to fourth quarter of 2028. Please refer to Annex D for the map.
11. When the road closure is implemented, motorists can travel via Pasir Ris Central or Pasir Ris Drive 3 to access Pasir Ris Drive 8 and vice versa. Seven bus services[7] plying the affected stretch will also be temporarily diverted. More details will be shared in the coming months.
About the Cross Island Line and Changi Northern Corridor
12. Residents, commuters and motorists in Pasir Ris and Changi/ Loyang can look forward to increased convenience, shorter travelling times, and improved intra-town and inter-town connectivity with the completion of the upcoming CRL stations, the Loyang Viaduct and enhancement works to the active mobility network from 2030.
13. Residents can also look forward to well-designed and landscaped connectivity infrastructure and spaces in their more immediate neighbourhoods, and to enjoying these spaces for community and recreational purposes. Residents will also have seamless cycling connectivity along Loyang Avenue, to access Loyang Station.
14. The works will also support key industrial and business districts such as Loyang Industrial Estate, Changi Airfreight Centre, and the Aviation Logistics Park. Collectively, these infrastructure improvements will enhance the multi-modal connectivity of the Changi Northern region and help to support the growth and development of Changi and bring new jobs to the region.
