COE Supply for Category A Expected to Remain Stable
1. The Certificate of Entitlement (COE) quota for November 2025 to January 2026 will be 18,984. Details of the quota for each COE category are in Annex A.
2. The November 2025 to January 2026 COE quota consists of the following components:
a. 25% of the replacement COEs from vehicles deregistered in the twelve-month period from October 2024 to September 2025;
b. Provision for 0.25% per annum growth for Category C based on the Category C vehicle population as at 31 December 2024; and
c. Adjustments for changes in the taxi population, expired Temporary COEs, Early Turnover Scheme for commercial vehicles, redistribution from guaranteed deregistrations for Category A, Category B and Category D and injection of additional COEs.
3. Overall, the COE quota for November 2025 to January 2026 is 1.5% higher than the last quarter (August 2025 to October 2025). COE supply for Category A is expected to peak and even out supply in this and the coming quarters.
4. Bidding under this quota will start on 3 November 2025. Bidding exercises start on the first and third Monday of each month. There will be a longer interval of three weeks between the 2nd bidding exercise of December 2025 and the 1st bidding exercise of January 2026.
5. The next quota announcement for the bidding period of February 2026 to April 2026 will be made in January 2026.
