Singapore’s electric vehicle (EV) charging infrastructure is expanding steadily across public HDB carparks and private premises, sustaining the momentum of our transition to cleaner energy vehicles. In the first half of 2024, new electric car registrations accounted for almost a third of all new car registrations, compared to around 18% in 2023 and 12% in 2022. Today, about 18,000 cars, or 2.7% of our total car population, are electric.

Deployment of EV Chargers on Track

2.          To date, there are around 13,800 registered EV charging points islandwide. In particular, EV charging points have been installed in about half of all HDB carparks, or around 1,000 of such carparks. EV-Electric Charging Pte Ltd (EVe), a subsidiary under the Land Transport Authority (LTA), is on track to deploy EV charging points at all HDB towns by the end of next year.

3.          The deployment of EV chargers in non-landed private residences (NLPRs)^[1] is also progressing well, with co-funding support from LTA’s EV Common Charger Grant (ECCG). To date, LTA has co-funded more than 1,200 chargers. By the end of this year, we estimate that one in five NLPRs in Singapore will be equipped with EV charging points. The ECCG will co-fund 50% of the cost components^[2] of 2,000 smart chargers, or until December 2025, whichever is earlier.

Further streamlining of regulatory requirements

4.          In response to industry feedback, LTA will further streamline requirements by waiving the registration fees for chargers used for educational and research & development (R&D) purposes. This will facilitate innovation and skills upgrading for the sector and is targeted to be in effect by the fourth quarter of 2024.  This is following Minister for Transport Mr Chee Hong Tat’s recent announcement that LTA will be waiving registration fees for chargers used for short-term purposes of up to two months.

^[1] The Building Maintenance and Strata Management Act (BMSMA) was amended in December 2023 to lower the resolution threshold to an ordinary resolution requiring simple majority (i.e. 50%) to facilitate proposals relating to the installation of EV chargers in strata-titled developments.
