The Land Transport Authority (LTA) will suspend the Vehicle Parking Certificate (VPC) requirement for trailers (including container trailers, low loaders and flat-bed trailers) for a trial period of two years, from 6 February 2026 to 5 February 2028. The trial was initiated in consultation with the Singapore Transport Association, in response to feedback from heavy vehicle (HV) and trailer owners.
2. Today, the VPC scheme requires HV and trailer owners to secure a designated parking lot for their vehicles between 12am and 6am to prevent indiscriminate overnight parking. A valid VPC is required before owners can register their HVs and trailers, renew road tax, or transfer vehicle ownership. During the trial period, these requirements will not apply to trailers, as trailers tend to be stored in designated industrial facilities, container yards and logistics hubs and can be vertically parked when unloaded to optimise space usage – which is not applicable for other HVs. Some licensed trailer lots at Heavy Vehicle Parks (HVPs) may thus be unoccupied. HVP operators may apply to LTA to convert these lots to licensed HV lots. This will free up more parking lots for HVs.
3. Trailer owners and drivers remain responsible for parking their trailers properly with the exemption from VPC requirement. HVs and trailers are not permitted to park within residential estates or along public roads not designated for parking. LTA and the relevant authorities will continue to take enforcement action against indiscriminate parking on public roads.
4. Trailer owners who have paid for season parking at licensed HVPs can continue to park at their respective HVPs. No refunds will be made for the $6 VPC fee paid for trailers prior to 6 February 2026. HVs are still required to have valid VPCs. For any administrative matters or queries regarding parking, owners may contact their HVP operator.
5. Concurrent with this trial, LTA is reviewing the VPC scheme across all heavy vehicle categories.
